“Software Industry HR Development Strategy High-Level Forum”, which was organized by Chengdu Tianfu Software Park Co., Ltd., was opened at Chengdu International Convention and Exhibition Center, New Century City. Government officials of Chengdu, well-known experts and representatives from Computer Technology Industry Association, Quality Assurance Institute (QAI) of US, National Institute of Information Technology (NIIT) from India, KK-Kabushiki Kaisha (Japan) attend this forum to discuss the HR development strategies in the software industry. This forum is of high significance to the promotion of software HR development in Chengdu, Western China and even the whole world.
Themed “Cooperate for Win-win”, the “2010 Software Industry HR Development Strategy High-Level Forum” aimed to explore hot issues such as cultivation of software talents, as well as the division, development, complement and standards of software services under the globalization. It is learnt from the conference that the soaring development of software industry and Internet popularization will not only integrate the global software and service outsourcing industries, but also will tighten the ties between countries in the HR development and services. Recent years have witnessed the tendency of unified standards, including the medium and low-level HR development systems for software and service outsourcing in India, the various IT software/hardware-based certification systems from the US and Europe, as well as the enormous development systems for IT majors in China. It becomes a common goal for all training institutions to be directly oriented to the demands of enterprises, put emphasis on the practical skills of graduates, and realize the aim of “employment right after graduation, and being familiar with the job from the beginning”. Nowadays, a lot of students studying in Chinese institutions of higher learning are using a syllabus from India and exploring their developing skills and application ability for IT products and platforms from the US and Europe, hoping to provide software products and services for clients from the US, Japan and West European countries, etc. At this forum, senior management of training & educational organizations, government officials, senior management people in charge of human resource of enterprises, scholars from institutions of higher learning, and experts from human resource service companies from India, the US, China and Japan came together, to discuss how to formulate a “cooperation for win-win” professional training strategy for global software talents. It is particularly important to the unification of standards and resources sharing.
At the forum, Sun Microsystems and Inspur-UPtec Company, a Sino-Indian joint venture have respectively concluded cooperation agreements with the forum organizer—Chengdu Tianfu Software Park Co., Ltd., in an aim to establish the Sun Open Source Innovation Center and Inspur UPtec Internship Base for Chengdu University Students. The establishment of the center and base will not only play an important role in the people education for the software park, but also will promote the connection between the HR development criteria of the software park or Chengdu as a whole and that of the world. Therefore, more and more prestigious enterprises will recognize and accept the software people from Chengdu. It is estimated that the center and base will provide more than 1000 technological talents up to the international requirements annually, which also signifies that the training standards for Chengdu’s software industry have been incorporated into the international system and entered a new era of globalization.
Collaborating with the Research Institute of Human Resources of Southwestern University of Finance and Economics, Chengdu Tianfu Software Park Co., Ltd carried out a research study on the status quo of Chengdu’s human resources market. As the result of the comprehensive research, The Blue Book of Human Resources in Chengdu’s Software and Services Outsourcing Industry 2010 was released at the forum. Providing an inclusive illustration on the economic and cultural background of Chengdu, the report delivers an in-depth study on the training standards and available resources of Chengdu’s software and service outsourcing industry. As the annual report on the human resources of Chengdu’s software industry, the Blue Book is regarded as a reference book for the investors who intend to invest in Chengdu’s software companies. 
“Skilled workforce: the frontier of industrial development" is regarded as the “Golden Rule” of the software industry. Differing from traditional manufacturing industry, the software industry demands highly intellectual work, while the complexity of work process and required scale of production are on the rise. Hence, the availability of skilled workforce is crucial to the software industry. On an international level, take China and India as examples, the two software outsourcing giants are forced to face the long-term challenge of shortages in skilled workforce. Therefore, apart from discussing how to improve the professional standard of the workforce, the forum looked at the mobilization of skilled workforces. Attention was drawn on how to attract skilled labor to move back to Chengdu - the hub and market center of Western China’s software industry.
By covering the above crucial issues, the 2010 Summit Forum on Human Resources Development Strategy for Software Industry adds an important page to the global software industry workforce studies, and acts as a catalyst for upgrading of the software workforce, as well as plays a significant role in the promotion of Chengdu as the hub and market center of software technology among its international counterparts.
